PRESIDENT'S COMMENT
The Lugarno Progress Association is one of the few progress asociations that have continued to run and be run successfully by interested residents for many years. Many of Lugarno's establishment families played an integral role in the LPA including the Mattheis, Heinrichs, Chisletts etc. It has always been run as a non-political and non-sectarian association and must continue to be so. I have recently been approached to stand for local government and have decided to accept the offer as I have a great interest in working for the community. It was this interest which fostered my involvement with the LPA some years ago and my election this year as President.

However, as I will be standing as a Liberal Party candidate for Council, it is most important that I stand down from my role as LPA President. The LPA Secretary and Treasurer, Toni Hulme and Kim Steed will assume the responsibility of Chair in the short term. Please come along and give them your support.

I would like to take this opportunity, however, on behalf of the LPA, to thank outgoing Councillor Ross Stewart (who will not be standing again for Council) for his support of the LPA during his 8 years as a Councillor. It has been very much appreciated, as has the support the LPA has received this year from the other Peakhurst Ward Councillors.

Finally, the LPA wishes all candidates standing in the September elections the very best of luck and we look forward to working with the newly elected Councillors for the next 4 years.

Vandalism in Lugarno

Councillor Bill Pickering for providing this month's Council comment. Councillor Pickering touched on three very informative matters including an update on the 50 km speed limit and the newly introduced Companion Animal Act and Foxes in and about Lugarno. All these matters were very topical and fostered lots of debate and interest at the meeting. Councillor Pickering has also offered to raise with Council the recification of the rippled surface of the eastern side of the Forest Road and Renway Avenue roundabout, heading south. LPA member, Graham Davis raised this matter as a danger to road users particularly motor cycles and bicycles.

Nefley Takacs from the Community Justice Centre (CJC) for providing one of the most interesting talks to LPA members in recent years. Nefley spoke about her role as Mediator at the CJC and the work undertaken by the CJC in general. It held everyone who attended riveted for the 15 minutes that Nefley spoke and I'm sure everyone there would wholeheartedly endorse any LPA member using the services of the CJC should the need arise.

Cape Signs for providing at no cost the lettering for our meeting reminder sign that hangs at Chivers Avenue during the weekend before any meeting - greatly appreciated.

In recent weeks there has been a spate of vandalism in Lugarno. A small gang seems to take great delight in attacking, uprooting and generally destroying private letterboxes and street signs in Woodlands Avenue and Lime Kiln Road. The matter was discussed at our last meeting and a motion passed to write to Hurstville Police to request street patrols into Lugarno be increased on the problem nights of Thursday, Friday and Saturday. A letter was sent on 15 July and copied to the Mayor of Hurstville and our local Member, Mr Kevin Green. Let's hope we get some action soon - the committee will pursue this matter vigorously.

The LPA will be contacting police again this month about their progress with a new programme to replace Neighbourhood Watch. We are planning to have someone attend our October meeting on this matter.

50 km speed limit update
LPA Sponsors

Council has responded to the tabling of our 50 km speed zone survey. They are requesting the "RTA expedite its review of classification of Roberts Avenue, Isaac Street and Belmore Road between Isaac Street and Henry Lawson Drive with a view to having these roads classified as regional roads". Once reclassified they can revert to a 60km speed limit.


You may have noticed recently the appearance of LPA sponsor stickers on a number of Chivers Hill and Lime Kiln Road shops. This is our way of thanking those local businesses who have over the years supported the LPA in some way. Inaugural stickers have been distributed to:

Your Environment

For those LPA members who have a passion, an interest or simply want to know what's on the agenda for the environment, next month's meeting is a must to attend. Peta Seton the State Member for Southern Highlands and Shadow Minister for the Environment wrote to the LPA in April this year offering to meet with us to discuss environmental issues. Ms Seton is keen to establish communication links and consult with community groups in respect to any forthcoming legislation. Ms Seton will be the guest speaker at our August meeting which should offer a great forum for members to be informed and ask questions about our local environment, including the fox menace.

Foxes in Lugarno
Companion Animal Act

Foxes were introduced into mainland Australia in the 1850s to continue the tradition of fox hunting. Having reproduced at an alarming rate, they are now present in all urban bushland reserves of Sydney and many LPA members have reported sightings of foxes in Lugarno. Foxes are a major factor in the decline of many small native animals and also attack domestic hens, rabbits, guinea pigs and cats. They also carry several diseases including internal and external parasites and would rapidly spread rabies if this virus ever entered Australia. What can we do?

  • Never feed foxes or leave food scraps or pet food outside.
  • Note all fox sightings/dens and inform Council
  • Make sure all your friends are aware of the fox menace
  • Write to our local MP, the Ministers for Agriculture and Environment regarding the urgent need for research into the control of urban foxes.
The LPA will be writing to our local Member regarding this issue and the appropriate Ministers. It is also important that we ask each candidate standing for local Council in September what they are intending to do about the fox menace. The urban fox is a predator of our wildlife and research and action to control this menace is essential.


The new Companions Animal Act became law on 1 July 1999. This Act is about the welfare of animals, their owners, the community and the environment. There is now a system of permanent identification for animals and lifetime registration so a lost animal can always be returned home. Most dog and cat owners will be affected by the requirement to identify their cat or dog through a microchip. The requirements are:
Dogs - from July 1999 all new dogs and puppies must be permanently registered through the insertion of a microchip. There is three years for older dogs to be transferred from the current annual registration to the new lifetime system.
Cats - new cats and kittens from July 1999 must be permanently identified and lifetime registered. Also July 1999 all cat owners must identify their cat either by collar and tag or by microchip.
Microchips can only be inserted by a Vet and are inert and do not interfere with the animal. Each chip contains a unique number that links the animal to the owner's details kept on a State-wide register.
